As a Fundpanel user I want the Fund Communication send and confirmation pages to have the Lightning look and feel so I have a consistent Lightning experience when using the Fundpanel package.

*Acceptance Criteria:*
* Lightning look and feel for New Capital Commitment page
* Associated pages with this page also are converted to Lightning look and feel
